190. A telegram from our Consul at Saltillo calls attention to the difference which the Constitutionalists make between an armistice and the suspension of military operations. General Carranza’s Secretary for Foreign Affairs, Fabela, informs him that when Provisional President Carbajal’s envoys arrive with proper credentials and authority, military operations will be suspended as announced.
