The Brazilian Minister, Mexico City, telegraphed last night that Carbajal delegates had just left for Vera Cruz, whence they will [Page 574] proceed to Tampico, with instructions to negotiate at any convenient place. The change in itinerary was adopted owing to a break in the railway near San Luis Potosí.

Bring the above to the attention of General Carranza and ask him to issue orders to Tampico authorities looking to protection and comfort of delegates and their prompt meeting with Constitutionalist delegates. Telegraph names of Constitutionalist delegates as soon as possible.

Again express to Carranza this Government’s hope that no effort will be spared to secure an immediate armistice, and again urge upon him the importance of arranging a comprehensive amnesty and suitable guaranties.
