Vice Consul Silliman to the Secretary of State.

Replying to your July 25, 5 p.m. Governor Carranza, in reply to Department’s suggestions, will issue today a statement which he considers will be calculated to allay anxiety and inspire public confidence in the City of Mexico and elsewhere. In regard to personal guaranties, all concerned should remember that the demand of the Constitutionalists is for unconditional surrender. This will be vigorously insisted upon. Those entitled to protection will not be molested; others will be dealt with as circumstances of each case demand. Property rights will be respected and the property and rights of foreigners will be accorded the most ample guaranties. It is possible that Spaniards may expect trouble, as elsewhere. Excess of any kind will not be permitted.
