Brazilian Minister, Mexico City, telegraphs under yesterday’s date President Carbajal has appointed as delegates General Lauro Villar, Chief Justice of the Supreme Military Court, and Licenciado David Gutiérrez Allende, Associate Justice of the Supreme Court of Mexico, who will leave Mexico City today accompanied by one secretary.

Convey the above to General Carranza, and request that full protection be extended to the delegates, and that their transportation be facilitated.
