87. Department’s 162, July 15. I have congratulated new President, who expressed his thanks. During my friendly talk with him [Page 565] I noted the following utterances: He is really disposed to make arrangements with the revolutionists but fears complications. He pointed out for instance that he is informed that in Oaxaca some military movements had already started against the Constitutionalists; that the irregular Federal chieftains would be opposed to the immediate triumph of the present revolution and would start a new movement and that the Federal forces themselves would mutiny against the new President unless special guaranties should be afforded them. He would prefer to negotiate in an official way through the Mediators and the Mexican Delegates to the mediation. Principal purpose of the President in accepting the provisional government was to avoid bloodshed and safeguard lives and property and to arrest the advance of the revolutionists towards this capital before an agreement should be reached. Effective steps to this end therefore should be taken.
