162. Resignation General Huerta and his departure will greatly simplify matters. We take it for granted that the new President will immediately enter into negotiations with Carranza for the peaceful transfer of authority. No other course seems open. This Government will use its influence to bring the parties together. You will please so advise Carbajal if opportunity presents itself and he desires to know this Government’s position. Congratulate him upon the patriotism which leads him to lend his assistance towards the restoration of order.
