As the minutes expressly state that the agreements covered by the protocols are conditional upon the establishment of a provisional [Page 550] government in Mexico acceptably to the contending factions, the President directs you to sign the minutes stipulating in so doing that—
In signing these minutes the representatives of the President of the United States feel it to be their duty to declare that they do so with the express understanding that nothing contained herein is to be construed as a recognition of the government of General Huerta by the Government of the United States.
