Collector Cobb to the Secretary of State.

De la Garza, Commercial Agent of General Villa at Juarez, is authority for the following information:

Generals Carranza and Villa disagreed about Zacatecas campaign. Carranza ordered Villa send soldiers to Natera. Villa insisted on [Page 539] accompanying them. Carranza ordered him to serve under Natera. Villa resigned to Carranza last Saturday [the 13th]. Carranza accepted resignation by telegraph and ordered Villa back to Chihuahua as Governor. Villa and his generals—who are said to have been Angeles, Aguirre, Behavides, Monclova, Herrera, Urbina, Ortega, the two Rodriguez, Contreras, Peireira, Robles and others—met at Torreon last Sunday [the 14th]. They agreed to principle of a civilian for President and demanded that Villa remain their chief military officer, leaving it to Carranza to determine his course. Constitutionalists are seeking to heal the breach. * * *
