We have learned from the Mediators that tire Mexican delegates have a telegram, date not designated, urging that a protocol be completed [Page 514] and signed as soon as possible, because of the danger from the advancing Constitutionalists. The Mediators themselves insist, however, that Carranza’s present willingness to come into the conference is because of his want of ammunition which they say is the reason why he has not followed up his advantage by marching toward Mexico City. At the same time they urge that his purpose in coming into the conference is to secure delay. We infer that they will object to the admission of a Carranza representative unless there is during the mediation a cessation of arms.
