Acting upon your telegram of 21st, we inquired of the Mediators whether they would not consider it advisable to renew the invitation to the Constitutionalists to send commissioners without attempting to define the scope of what was to be discussed and without reference to suspension of hostilities. After extended discussion the Mediators answered, individually and as a body, that as the Constitutionalists had definitely; declined the invitation personally extended to them and had declined to recognize anything except the issues between General Huerta and the United States as appropriate to mediation, all questions relative to reforms to be for the Constitutionalists themselves to determine, it would not be consistent with the honor of the nations represented by the Mediators nor with the dignity or prestige of the mediation itself to renew the invitation.
