Mr. Secretary: The representatives of General Huerta delegated to represent him at the conference called through the mediation of Brazil, Argentina and Chile asked me, on their leaving to-day for New York and Niagara Falls, to present in their names to your excellency their earnest thanks for all the attentions and courtesies extended to them since their arrival on American territory by your excellency and the Department of State, which attentions and courtesies they have appreciated to their full value.
