Sir Edward Grey informs me that under instructions from him Garden urged Huerta to accept mediation proposed by South American Republics and Garden has reported that Huerta assents. During Sir Edward’s absence in Paris the Mexican Minister in London sent to the British Foreign Office an unofficial request for British Government to offer mediation, which Grey answered by saying that South American Republics had already done so. But he spoke as if he would be willing to offer good offices of British Government if need should arise.
I thanked Grey for helpful acts of Minister Carden and Admiral Cradock, which seemed to please him.* * *
