General Carranza has privately besought me, as an official who enjoys the respect of the Mexican people and especially those of this party, to approach our President with an earnest plea that some means be found to avoid armed conflict with Mexico while giving due consideration to the sensibilities of the Mexican people.
They inform me privately that the military leaders to a man united in forcing Carranza to take the stand outlined in his note today relative to the Tampico incident.
