Sir: I have the honor to enclose herewith for your information a copy of the address delivered by the President to Congress on April 20, 1914, regarding the situation which has arisen in the dealings of the United States with General Victoriano Huerta at Mexico City.

The address has been cabled in its entirety to the American Chargé d’Affaires at Buenos Aires for communication by him to the Government of Argentina.
