Excellency: At half past nine to-day I had the honor to receive from His Excellency the Provisional Constitutional President of the United Mexican States, General Victoriano Huerta, a telegram as follows:

We are fighting at Vera Cruz against the unlawful landing of American marines.

In the name of the Government that you represent, bring this fact to the attention of whom it may concern.

Acknowledge receipt of this cable.

In bringing the foregoing to the attention of your excellency I renew [etc.]
