Minister Blanchard to the Secretary of State.

Your October 30. General Vaugues, in command of revolutionary forces which have been coming into Port au Prince for the past two days to the number of three thousand, named for Minister for Foreign Affairs in de facto Government, announced his visit yesterday and called immediately thereafter as special delegate of Theodore to give me the most formal assurance that order would be maintained at Port au Prince, of which I told him I took good note.

General Polynichi still acts as Commandant of Arrondissement and has also given me renewed assurances of his ability to maintain order and that he would call for assistance from the Legation in case of need.

Theodore, whose arrival has been announced for the past two days, now entering city amid ringing of bells and firing of Presidential salute.
