Cape Haitien, February 21, 1914.

Army of Theodore evacuated town last night leaving no police or other organized forces. Marines and sailors from Wheeling patrolled streets throughout night; sailors reembarked this morning; marines remain at Consulate. One division Government army entered this morning.
