You are hereby instructed to immediately send word to Arias giving him a definite time within which to suspend his military operations at Santiago and any other part of the Republic in which he may be active and to come to Santo Domingo City to lay down his arms and give his allegiance to the Provisional President. Immediately inform the Provisional President of this instruction and obtain from him a written request that American marines be ordered to cooperate with the Customs Guard for the arrest of Arias, basing such action upon the obligation of the United States under the Convention, and arresting him for his complication in smuggling operations in north and seizure of Cutter No. 4 at Monte Cristi. Department considers elimination of Arias necessary to the settlement of conditions in Santo Domingo.
