Purport of your June 29, 8 p.m. explained. Dominican Government replies that firing upon Constitutional Government is violation of international law and, while it is [willing] to believe friendly assurances of American Government, can only be satisfied that act is not unfriendly when the order to Commander of Machias has been countermanded. Dominican Government claims that order has effect of relieving revolutionists from effect of Government successes which now promise speedy termination of insurrection. Dominican Government states its conviction that action of administration is due to propaganda of Washington Lithgow and other American sympathizers of revolution whom Dominican Government credits with having created rebellion.
