Your April 11, 11 a.m. The Receivership has been instructed to advance $3,500 per diem instead of the $2,000 already arranged for. This sum will be advanced for a period of fifteen days. It is expected from your reports that a longer campaign will not be necessary. Unless Congress approves proposition for loan before period of fifteen days is passed all available funds will be exhausted.
