The Secretary of State to Minister Sullivan.
Washington, February 12, 1914.
Sir: In reply to the last paragraph of your cable of February 5, noon, in reference to a United States war vessel being stationed off the north coast of Santo Domingo until after the election, the Department informs you that it is not deemed expedient that a vessel be now sent for duty at any one point on the north coast of that republic.
The U. S. S. Wheeling will be stationed at Cape Haitien for some weeks, and may be ordered to proceed to Puerto Plata should the situation there demand her presence.
