Decision of Justice of Supreme Court regarding Costa Rica boundary continues to monopolize political discussion of newspapers and National Assembly. Panaman President submitted same National Assembly stating that the decision subtracted from the Loubet award,6 did not take into consideration [cause?], and gives Panama less territory than the Costa Rican representative before Loubet admitted belonged to Panama.

Members of Assembly presented protest refusing to abide by decision unless compelled by superior force. Same action by the Senate upon statement of administration leader that it reflected sentiment of administration but that results could be accomplished better in some manner such as Costa Rica adopted in the matter of Loubet award. Committee of lawyers appointed by citizens meeting and committee of National Assembly to study decision, resolution of latter calling for Panaman Minister at Washington to express opinion both on decision and best method of avoiding compliance with it.
