Vigorous action continued in the Cocoa Grove matter. Pursuant to your telegram of April 20, Panaman Minister for Foreign Affairs on Saturday promised formal reply to-day advising at least that judge in charge of case would render decision at once and the same would be reviewed by Supreme Court promptly and their decree given within 15 days. Reply not received to-day. Reference to testimony made by Panaman Minister for Foreign Affairs foreshadows, I believe, a judicial whitewashing. I shall make another demand in the morning.
