Gentlemen: At the request of the Minister of
Nicaragua, I enclose for your information, in connection with the
financial situation in the Republic of Nicaragua, a copy of a
translation of a cable from the Foreign Minister of Nicaragua to General
Chamorro, on which the Secretary of State endorsed an autographic
statement. It will be observed that it is the hope of the Secretary that
you may be able to make some arrangement to furnish the Nicaraguan
Government with the fifty thousand dollars ($50,000) requested by
it.

Minister Chamoreo: Budget of three million
and a half has been reduced to one million, one hundred thousand
dollars; and the Executive, even with this reduction, will pay all
expenses.

Situation of President Diaz extremely critical and distressing: with
one hundred thousand dollars of debts for advances made to the
Government for its urgent needs, with everyone wanting to be paid,
and unable to avail himself of the moratorium law.
As a last resort, try to obtain from the bankers, through the medium
of the Secretary of State, fifty thousand dollars to get President
Diaz out of an unsustainable and shameful position. I request that
you will personally interest yourself in this matter.
