Delegate Van Dyke to the Secretary of State.
[Telegram.]
The Hague,
June 20, 1914.
Germany and Portugal decline to put the Convention into effect until Turkey, Greece and Serbia come in; Great Britain will wait for Germany. Yesterday’s meeting adjourned till Monday. May we agree to put the Convention into effect with a limited number of Powers?
