Refer to Department’s August 8 sent to Saltillo, regarding taxes imposed upon American firms at Tampico by General Nafarrate. Have you brought this matter to attention of General Carranza? If not do so at once, and insist that he immediately telegraph General Nafarrate to withdraw his demands, as taxes appear to be excessive and discriminatory, and if enforced will result in closing down these firms.
The Consul at Tampico has been instructed to advise American firms of Department’s attitude regarding payment of these taxes.
