Bring this matter most forcibly to General Carranza’s attention and urge that the decrees providing for unjust levies of taxes at Tampico be withdrawn, as they appear to be excessive and discriminatory and will result in closing down industrial institutions and thus be injurious to the welfare of Mexico. Request him to telegraph adequate order to Nafarrate,
