251. My despatch 43 and your 1605 of November 21. The provisional government has issued decree extending time for revalidation of mining titles to March 31 next but leaving standing the regulations and penalties in circular with my number 43 of September 29. I consider it necessary to make the Government realize the trouble, difficulty and expense which such procedure will cause to the entire mining community and have already taken this up with president Guiterrez.
