Sir: Referring to your cablegram of October
19, 6 p.m., No. 301, I have the honor to enclose herewith a translation
of the decree of August 29, 1914, relative to the declaration of nullity
of all decisions rendered and matters transacted during the Huerta
administration, and trust that this contains the information the
Department desires.
You will note that I have supplemented the translation with a nota bene
explaining the actual standing of the Government in regard to the
revalidation of such concessions.

[Inclosure—Translation.]
By order of the First Chief of the Constitutionalist Army in charge
of the Executive, all matters transacted or decisions rendered since
19th of February 1913 by the Department of Fomento and later by the
so-called Department of Agricultura y Colonizacion since its
creation, are hereby declared null and void. Interested parties are
at liberty to make application to the Department of Fomento asking
for a reconsiderttion of their affairs, so that new documents
(titles) be issued if the case is regarded just.

Nota bene.—Above decree includes mining
concessions, water rights, patents of invention, trademarks, etc.
After same was published the mining office issued circular No. 1 of
September 3 and the patent office issued a circular dated September
12, both of which give in detail the form of procedure now required
to obtain the revalidation of such documents or titles as were
issued during the Huerta régime.
