Vice Consul Davis to the Secretary of State.

San Diego, California,
May 5, 1914.
British Vice Consul, Guadalajara, Percy G. Holmes, to whom I turned over American Consulate there and the care all American interests that district telegraphs British Consul, San Diego, that confiscation properties threatened all cases where rents, taxes or wages employees refugee Americans are unpaid. I assured Mr. Holmes would be reimbursed assistance furnished Americans and he especially promised furnish transportation cases needed to Manzanillo. I had already furnished transportation some who did not get away with us.
