Consul, Matamoros, telegraphs Department that it is impossible to assist Americans at Saltillo. Department authorizes you to send such special messengers as may be necessary in your judgment to extend protection to Americans in Saltillo. Department regrets that it has no accurate information regarding conditions at Saltillo and therefore must entrust to your accurate knowledge of situation as it exists to-day the measure of relief which should be extended.
