The Secretary of State to President Wilson

My Dear Mr. President: Doctor Ritter has been very persistent in asking us for a reply to his note of February 10th23 in relation to an interpretative protocol suggested by the German Government in relation to Article 23 of the Treaty of 1799,24 which was revived and continued by our treaty with Prussia in 1828.25

If it meets with your approval I propose to send him the following note in answer to his communication.26
