The Secretary of State to President Wilson
My Dear Mr. President: I enclose a memorandum which was handed to me by the German Ambassador this morning,19 and which contains more or less a historical review of the submarine warfare question, directing particular attention to the shortcomings of Great Britain.
You will note that the Ambassador expresses a desire to give the memorandum publicity and I could not well object to his doing so, as it does not directly affect our negotiations with Germany. I would, however, call your attention to the last paragraph which indicates to me that the memorandum was prepared with the idea of making an appeal to the American people. Please return the memorandum with any suggestions you have as to what treatment we should give it.
