President Wilson to the Secretary of State

My Dear Mr. Secretary: This expression of the views of Senator Martin and Representative Flood has made a deep impression on me, and I have no doubt echoes a great part of public opinion.97 I wish with all my heart that I saw a way to carry out the double wish of our people, to maintain a firm front in respect of what we demand of Germany and yet do nothing that might by any possibility involve us in the war.
