The Secretary of State to President Wilson
My Dear Mr. President: I enclose herewith a proposed note in reply to the memorandum of the German Government on the subject of the Appam which was received by me on March 16th.65
I do not believe that it is advisable to arbitrate the question but I naturally dislike to refuse arbitration on account of our previous attitude on the subject. The note is prepared with the idea of avoiding arbitration in this particular case.
I would be much obliged if you would make any suggestions as to the form of the note.
