(Minister Merry acknowledges department’s cipher telegram of 18th, and remarks that Nicaraguan and Costa Rican representation [Page 849] is entirely complimentary without votes or influence. Nicaragua was invited by Salvador without advising Mr. Merry. The belligerents are fully controlling the discussion, in accordance with the President’s message. Conference results in a treaty of peace, as has been duly advised in joint telegram with Minister Combs.)
