(Mr. Merry states that the instructions in Mr. Bacon’s telegram of the 17th have been carefully noted, and that the Nicaraguan Government has appointed a native representative. Mr. Merry also states that his representation of Costa Rica is pro forma and that he will telegraph from San Jose and Guatemala on conclusion.)
