[Memorandum.]
Washington, July 20, 1900.
Referring to a recent conversation and to the memorandum of the chargé d’affaires of France, the Secretary of State has the honor to inform M. Thiébaut that he has requested his colleagues of the Treasury and of the Navy, and also the Attorney-General, to give orders to the officers in their several departments to exercise the utmost vigilance to prevent the dispatch or the landing in China of arms destined for improper use in that country, and had given direct orders to the consuls of the United States in China to do all in their power in the same direction.
