No. 34.]Excellency: I have just received a communication from my colleague the Attorney-General, in which he asks for information as to the consular officers to whom Spanish subjects at Key West who have been seized on prizes, or who have been paroled as prisoners of war, should be delivered.
I shall be greatly obliged to your excellency if you will be so good as to enable me to answer the inquiry of the Attorney-General.
