Sir: I have had the honor to receive your excellency’s note, dated the 15th instant, relative to forms of courtesy and prudence which the United States would desire should be observed by neutral vessels of war on entering the various ports now blockaded in the islands of Cuba and Puerto Rico—as also those which in the future maybe blockaded during the war with Spain—and in departing from such ports.

I shall avail of the first occasion which may offer to inform the minister of foreign affairs of Venezuela of the contents of your above-mentioned note.

I reiterate to your excellency the assurances of my highest consideration.
