Sir: I have the honor to acknowledge the receipt of the communication of the 22d instant, in which your excellency inserts the rules which the Government of the United States proposes to observe in the case, now imminent, of hostilities with Spain, and to inform you that I have, by to-day’s mail, communicated its contents to my Government.
