Mr. Secretary of State:

In reply to your excellency’s note of the 11th of October, instant, I have the honor to inform you that our consul at New York has received telegraphic orders to vise the passport of Reverend S. L. Beiler, who is about to go to Palestine.

I would be obliged to your excellency if you would be pleased to cause these gentlemen to comprehend that they should not take any part in politics in Turkey, thereby creating difficulties between the two Governments.
