Sir: Inclosed please find copy, with translation, of a note from the minister of state informing me of the release of Francisco Carrillo, in response to the demand contained in your telegram of the 17th instant.

I have just sent you the following telegram:

Minister for foreign affairs informs me that Governor-General of Cuba has ordered the release of Carrillo.

My Dear Sir: I have the honor to inform you, in reply to your polite note of the 18th instant, that I have just received a telegram from the Governor-General of the Island of Cuba reporting that he has ordered that the prisoner Francisco Carrillo be released.
