Sir: I have yours of this date and have sent a copy to the Secretary of the Treasury, Secretary of the Navy, and the Attorney-General, expressing the hope that any attempted violation of the international obligations of the United States would be prevented.
I have also said that you would furnish each of them with the evidence, or sources of evidence, justifying the statement contained in your letter.
