Sir: Referring to Mr. Neill’s No. 407, of July 27, 1892, and my Nos. 355, of April 1, and 357, of April 8, 1892, I have to say that in view of the action of the representatives of England, France, Germany, Spain, and Italy, in jointly urging upon the Peruvian Government the necessity of paying the just claims of citizens of those Governments, I deemed it best once more to call the attention of the Government to the claims known as that of the Hydrographic Commission.

Accordingly, on this date I forwarded to the minister of foreign affairs a note on the subject, and I inclose herewith a copy of the same.

In expressing the hope that something may come of it I can not refrain also from saying that I have but little confidence that it will be immediately paid. The Peruvian Government is not paying any of its creditors, as I have heretofore explained.
