My dear Mr. Foster: I received your little note of this date, in reply to mine of the 28th of the closing month, in which you acquaint me that you have infromed the Secretary of War of the suggestion, which I took the liberty to make to you, of causing an investigation that might explain the facts in regard to the detention of Mexican soldiers at San Ignacio, Tex.
