Sir: Your dispatch No. 220, of May 22 last, has been received, and the announced decision of the council of state presents the matter of the petroleum concession in a grave light. It is hoped that your proposed direct intercession with the Sultan may result in such a course being adopted by the Turkish Government as will conform to the letter and spirit of existing international engagements. You will, of course, keep the Department advised of all that transpires, and especially of the views of your Russian and Roumanian colleagues upon the subject.
