Sir: I inclose herewith for your information a copy of a dispatch from Mr. Heap, chargé d’affaires at Constantinople* from which it appears [Page 479] that Lord Dufferin, at Mr. Heap’s request, has instructed Colonel Everett, Her Britannic Majesty’s consul at Erzeroum, to give the American missionaries in that vicinity all the assistance they may desire.
I will thank you to convey to the British Government an expression of the President’s high appreciation of Lord Dufferin’s courtesy in aiding our minister in the protection of American citizens.
