Sir: In reference to Mr. Holcombe’s several dispatches reporting the refusal of the tax officers at Kwei Chow to respect certain transit passes for Szchuen produce taken out by Mr. M. A. Jenkins, and stating the line of action taken by him in the premises, I have the honor to inform you that Mr. Holcombe’s proceeding as reported to you in his dispatch No. 133, of March 12 last, resulted in the release of the merchandise in question without further objection on the part of the local authorities.
