Sir: I have the honor to inform you, that there appeared this morning a decree from the President of this republic nominating Col. Ed ward Vazquez as minister of war and marine in place of Lieut. Col. Eugenio D. Fonda, resigned, and Dr. Pedro Bustamente as minister of the treasury, in place of Juan Peñaloa, resigned.

As far as I can learn, these changes, as to the attitude of parties and the policy of the government, have no significance whatever.
